Federal Pacific Electric (FPE) sold its "Stab-Lok" panel line, named for breakers that "stab" into slots in the bus bar and lock into place, widely across the U.S. from the 1950s through the mid-1980s. It's one of the most talked-about panel brands among electricians and home inspectors, but the actual history is more specific, and more nuanced, than "these panels are recalled."
The investigation
The U.S. Consumer Product Safety Commission (CPSC) opened a formal investigation into FPE circuit breakers in 1980, after reports connecting the panels to electrical fires. Testing performed under that investigation, led by electrical engineer and materials scientist Jesse Aronstein, found that a meaningful share of Stab-Lok breakers did not reliably trip under overload conditions, and that many did not fully comply with Underwriters Laboratories (UL) calibration requirements they were presumed to meet.
The actual test data is more specific than the range you'll see quoted around the web. The CPSC-contracted testing, performed by Jesse Aronstein at the Wright-Malta Corporation test station and obtained via a Freedom of Information Act request, calibrated 122 two-pole FPE breakers (ranging from 30A to 80A) against the UL 489 standard they were presumed to meet. At 135% of rated current, tested on individual poles, the failure-to-trip rate was 51% before any mechanical wear and 65% after 500 operating cycles. At 200% of rated current, tested on individual poles, failures were lower but still present: 1% before wear, 10% after. The report also documented breakers that overheated to the point of charring their own casing while failing to trip. That's the actual number behind the "51% failure rate" figure that gets cited: it comes from a specific, named government-contracted test, not a general estimate.
Why there was never a recall
In March 1983, after roughly two years of investigation, the CPSC closed the case without issuing a recall, citing budget constraints and stating the data available at the time was insufficient to either confirm or rule out a hazard. That closure is sometimes misread online as the CPSC clearing FPE panels of concern; the CPSC's own language was more cautious than that, and did not conclude there was no hazard, only that the evidence at hand didn't meet the bar for further action at that time.
What happened afterward
Aronstein continued independent research after the CPSC closed its file, publishing updated testing data in the years that followed. Separately, New Jersey litigation against FPE reached a partial summary judgment on August 15, 2002, and by April 2005 the Superior Court of New Jersey, Law Division, had formally notified a class of New Jersey homeowners that FPE was found guilty of violating the state's Consumer Fraud Act by distributing circuit breakers that were not tested to the UL standards they were marketed as meeting. The case was fully settled in 2008, with a narrow group of original New Jersey homeowners eligible for damages. That's a concrete legal finding about testing practices, distinct from the CPSC's inconclusive safety investigation.
Where that leaves things today
FPE Stab-Lok panels remain legal in homes where they're already installed. There was never a mandatory recall requiring removal. The reason electricians and inspectors still treat them as a priority for replacement isn't a formal recall status; it's the combination of documented failure-to-trip testing, the equipment's age, and the fact that a circuit breaker's core job (tripping reliably when something goes wrong) is exactly what the independent testing called into question.
